Performance Work Statement (PWS) for Portable Hand-Wash Stations at USAG-S 1. General: This is a non-personal services contract for supply and servicing of portable hand-washing stations at locations within United States Army Garrison, Stuttgart (USAG-S). The Contractor shall provide all equipment and personnel necessary to provide this sanitation support. 1.1 Background: Due to the Corona Virus Disease (COVID-19) pandemic, USAG-S has an urgent requirement for portable hand-washing stations on several bases within USAG-S. These stations are intended to support sanitation requirements and prevent the spread of COVID-19. 1.2 Period of Performance: The period of performance shall be an initial three (3) month period and three additional one (1) month periods. 1.3 Quality Control: The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s quality control program is the means by which he assures that his work complies with the requirement of the contract. 1.4 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. 1.5 Hours of Operation: The Contractor shall be responsible for conducting business as necessary in order to meet the requirements outlined in this PWS. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS. The Contractor must provide a contact number with availability to respond during business hours and will respond within two (2) hours of a request by the Contracting Officer’s Representative (COR) daily from 0700 – 1700, or as soon as possible the next day if infeasible. The Contractor shall be responsible for providing service on a daily basis, Monday through Sunday, except when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor will not be reimbursed when the Government facility is closed for the above reasons. The Contractor shall perform work on all U.S. and Host Nation holidays. 1.6 Place of Performance: The work to be performed under this contract will be performed at USAG-S, to include Panzer Kaserne, Kelley Barracks, Patch Barracks, and Robinson Barracks in Stuttgart, Germany.
